战后1945-1952年美国对德政策的转变The Transiton of the U.S. Policies Towards Germany,1945-1952

摘要(Abstract)：
战后美国军事当局依据JCS 1607号文件对德实行严厉的管制政策。随着冷战形势的变化,1947年7月美国军方发布JCS 1779号文件,开始复兴德国经济。1949年5月联邦德国在美国的策动下建国。朝鲜战争期间,1950年9月美国国家安全委员会出台NSC 82号文件,正式决定重新武装西德。1951年8月美国国家安全委员会出台NSC 115号文件,加快推动包括西德在内的欧洲防务一体化进程。随着美国对德政策的转变,西德与西方国家建立起平等的盟国关系。正是借助于冷战兴起的背景,西德在战后迅速摆脱战败国受压制的地位,发展成为西方阵营中一个自立、自主、自强的国家。
